Job Summary The Health Regulation Division of the Minnesota Department of Health (MDH) protects the health and safety of Minnesotans by monitoring compliance with many of the laws and rules designed to protect them. The State Triage and Evaluation Workload Supervisor leads a team of Triage Specialists and Evaluation Workload Specialists that support the investigation of complaints related to hospitals, nursing homes, boarding care homes, supervised living facilities, assisted living and home health agencies.
The Triage Specialists review complaints against licensed care facilities that allege abuse, neglect, or financial exploitation of a minor or a vulnerable adult. Each complaint is reviewed, evaluated and followed-up on to determine whether a full investigation of a facility is warranted for potential violations of state licensing laws and regulations. The complaints identified for further investigation are summarized and prioritized for the Evaluation Workload Specialists who provide workload planning and assign identified investigations to the State Evaluation team that will carry out the inspection.
The supervisor's primary responsibilities will include:
- Provide supervision to triage and evaluation work load speciali.st staff to prioritize assign and balance workload and manage performance.
- Report daily, weekly, and monthly on the unit's activity and performance.
- Evaluate current processes and drive ongoing quality improvement processes.
- Act as liaison with government officials, healthcare providers and the public to provide understanding of state and federal regulations and processes.
- Foster positive relationships with professional associations, healthcare providers, state and federal agencies, and the public.
This position is telework eligible for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position location will be determined by the final candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.
Qualifications Minimum Qualifications To ensure proper crediting, please make sure your resume/application clearly outlines your experience in the areas listed below and includes the start and end month and year for each position held. Four years* of experience with healthcare delivery systems that must include working with at least two of the following:
- Administrative processes
- State or federal statutes and laws pertaining to healthcare facilities or other regulated providers
- State or federal licensure requirements
AND
Demonstrated leadership experience that may include:
- Experience as a supervisor, lead worker, team lead or project lead
- Completion of a State leadership program such as Emerging Leaders Institute, Senior Leadership Institute, or Everyday Leaders.
- Completion of a similar or equivalent leadership development program through another organization
- A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group. This experience must include:
- 1+ years identifying issues, goals and strategic action
- 100+ hours per year time commitment.
*A degree in Healthcare Administration, Public Health, Human Services, Health Information Management, Nursing, Social Work, or related field may substitute for experience as described below:
- Associates = 6 months
- Bachelor's = 12 months
- Master's = 18 months
- Doctoral = 24 months
Preferred Qualifications - Experience working in assisted living facilities and/or home care providers.
- Experience conducting regulatory, licensing and/or healthcare related investigations and making deficiency decisions related to nursing, medical and health care.
- Knowledge of the Minnesota Vulnerable Adults Act
- Knowledge of investigative procedures and techniques, including interviewing and record review and the legal processes involved.
- Licensure as a nurse, social worker or other healthcare professional.
- Knowledge of modern principles of management, personnel matters, collective bargaining agreements and Affirmative Action Plans.
