Summary

This position is located in the Department of Labor (DOL), Women's Bureau (WB), Office of Policy and Programs. The employee will serve as a subject matter expert on a variety of women's employment issues including research and policy analysis.

Duties

As a Policy Analyst, you will perform the following duties which are not all-inclusive:

  • Provides authoritative advice on the implications of proposed, new, or revised policies, regulations, and legislative proposals.
  • Prepares policy analyses, position papers, testimony, and /or talking points; researching, reviewing, and analyzing a broad range of proposed and present legislation affecting women in the labor force; responding to inquiries on policies and/or programs affecting women workers; and recommending changes to or new policies and programs.
  • Conducts research and policy analysis on topics related to women's employment; contribute to research project design and manage commissioned and internal research projects.
  • Identifies factors affecting women's labor force participation and treatment and propose new initiatives to enhance fair treatment in the labor force.
  • Serves as project manager responsible for developing timelines and objectives; providing direction, guidance, and feedback to project team members and ensuring timely outcomes and deliverables.
  • Manages several complex and high-level competing priorities/projects that include requests from The White House, the Secretary of Labor, the Deputy Secretary of Labor, other DOL bureaus, and other Federal agencies, frequently with short deadlines.
  • Develops and execute in-person and virtual events to disseminate research findings and products.
  • Presents findings and make recommendations to WB senior leadership that influence the development and implementation of major policies, programs, and legislative initiatives.
  • Prepares, reviews, and edits research products, policy analyses, issue papers, fact sheets, Presidential proclamations, talking points, and relevant departmental materials and correspondence; and recommends and implements appropriate communication and dissemination strategies for consumption by the general public, industry, and government organizations.
  • Reviews and edits research projects and products such as proposed legislation, draft Congressional testimony, or draft reports to Congress, and provides general feedback and assessments.
  • May serve as a Contracting Officer's Representative (COR) performing contract management activities and functions.

Conditions of Employment

  • Must be at least 16 years old and a U.S. Citizen.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • Subject to obtain and maintain the appropriate level of Federal Acquisition Certification for Contracting (FAC-C) to perform contract management activities and functions.

Qualifications

To qualify, applicants must demonstrate in the resume one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience includes:

Conducting research and policy analysis on employment barriers faced by women in the workforce, such as adequate childcare and paid leave; pay equity and the gender wage gap; occupational segregation; and adverse working conditions such as workplace harassment

-AND-

Participating in the development of major policy and program initiatives aimed at ensuring fair treatment of women within the labor force.

Education

This position has no education requirement and there is no substitution of education for specialized experience at this grade level. Applicants must possess the required specialized experience.
