Summary:

Responsible for overseeing the planning, development, and execution of information technology projects. The incumbent will work closely with clients and stakeholders to identify project requirements and develop project timelines, budgets, and resource allocation plans. They are responsible for managing project teams and ensuring that project goals are achieved on time and within budget. IT Project Managers must have a strong understanding of technical concepts, as well as excellent leadership, communication, and organizational skills. They must also be able to adapt to changing project requirements and technologies, and have experience managing risks and implementing quality assurance processes. 

Responsibilities:

* Define project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.
* Prepare project management services to develop, review, coordinate, and monitor project description, contracts and budgets, and request funding to pursue the project and lead project to completion.
* Assist in preparing feasible business plans for growth and development.
* Assist in the development of the project management process, project artifacts and standard operating procedures
* Follow the Oneida Nation’s contract process in its entirety to include the bid process, selection, contract development and execution.
* Develop resources, organize, facilitate, prepare, and conduct presentations on projects to stakeholders.
* Organize and lead project teams, delegate assignments to ensure the projects are complete.
* Establish and cultivate productive working relationships with clients, stakeholders, and external funding sources
* Develop and write standard operating procedures related to project activities with the intent of improving operating efficiencies and maintaining internal control procedures.
* Define project success criteria and disseminate them to involved parties throughout project life cycle.
* Close the project with client acceptance, documentation of completed deliverables, and issuances of final report.
* Keep leadership and other departments informed of activities by attending meetings and submitting reports.
* Contribute to the CIO’s (Chief Information Officer) tactical and strategic planning.
* Keep abreast of modern technologies and maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications and establishing/maintaining professional networks.
* Control costs of projects and maintain change order requests.
* Contribute to a team effort and accomplish related results as required
* Practice excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly.

* Knowledge of department organization, functions, objectives, policies, and procedures
* Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments
* Knowledge of information systems technologies to include endpoint systems (hardware/software & operating systems), end-user support technologies, data networking and processing, IS security processes and methodologies, computer operations, hardware platforms, and enterprise software applications
* Knowledge and use of Best Practice Skills in Project Management
* Planning, organizing, and coordinating project management methodologies and prioritizing work activities in accordance with established goals and objectives
* Ability to read communication styles of team members and contractors who come from a broad spectrum of disciplines
* Skill in preparing, reviewing, and analyzing operational, audit, and financial reports
* Ability to work both independently and in a team-oriented, collaborative environment is essential
* Ability to defuse tension among project team, should it arise
* Ability to bring project to successful completion through political sensitivity
* Ability to conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities
* Skill in analyzing, programs, projecting consequences, identifying solutions, and implementing recommendations.
* Ability to inform and communicate orally and in writing in diverse and challenging situations with the ability to process information effectively, identify and define problems and make objective decisions is required

* Bachelor's Degree in Business Administration

Credentials:

* Driver's License Personal Vehicle
* Insurance Required

* Information Technology Industry Standard Certifications, i.e., PMP (Project Management Professional), Agile, CompTIA, HDI, Microsoft, etc.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
