EXECUTIVE DIRECTOR FOR OFFICE OF RELIGIOUS AFFAIRS POSITION: Executive Director AGENCY: Mayor's Office of Religious Affairs (MORA) OPEN DATE: Tuesday, May 7, 2024 CLOSE DATE: Open until filled SALARY RANGE: $116,483.00 INTRODUCTION: The Bowser Administration seeks a dynamic community leader to serve as the next Executive Director of the Mayor's Office of Religious Affairs (MORA). This position is located in the Executive Office of the Mayor, District of Columbia, Mayor’s Office of Community Affairs. The primary purpose of this position is to manage a program directed toward evaluating and improving the engagement of faith communities in the District of Columbia by establishing a Mayor’s Interfaith Council (MIC) and conducting community engagement activities. The Mayor's Office of Religious Affairs (MORA) will cultivate policies that engage community and faith-based organizations in the creation of citywide programs and initiatives across multiple disciplines. MORA will also seek to establish and coordinate effective collaborations between District of Columbia government agencies and the faith community in addressing citywide issues. Additionally, MORA collaborates with the Mayor's Interfaith Council to provide outside input into partnerships and other issues of concern to the religious community. DUTIES AND RESPONSIBILITIES: Directs and makes recommendations on the level and scope of all programs and services germane to faith communities in the District of Columbia. Develops and maintains a program plan and database to engage members of the faith community from diverse disciplines. Conducts studies; reviews progress; develops, recommends and undertakes constructive action; and initiates and conducts programs directed toward improving the status of faith communities in the District of Columbia. Manages and serves as ex-officio member of the Mayor’s Interfaith Council (MIC) composed of not more than 30 members appointed to serve at the pleasure of the Mayor. Works in conjunction with the Chairman of the Commission to provide leadership in carrying out policies, programs and projects approved by the Commission. Maintains community contacts and represents the faith community to inform and educate local organizations and the community-at-large on services, needs, facilities, legislation, or problems. As requested, testifies before legislative committees and/or comments on legislative proposals. Provides information and technical assistance regarding programs and services for faith communities to the Mayor. Performs other related duties as assigned. Supervisory Functions: Directs a staff of technical and clerical personnel. Plans and organizes the work of subordinates, establishes priorities and performance standards, and is accountable for the quality and quantity of work output. Administers the budgetary needs of the office, studying and determining required staff, space, supplies, and equipment. OTHER SIGNIFICANT FACTS: Knowledge Required: A thorough knowledge of program requirements and familiarity with departments and private agencies concerned with programs and services affecting faith communities. Expert knowledge of programs and services for the faith community and the ability to provide technical assistance. Expert knowledge of grant funding applications, opportunities, and management. Demonstrated ability in budgetary and financial management principles and techniques. Advanced written and oral communication techniques and skills. RESIDENCY REQUIREMENT There is a legal requirement that each new appointee to the Excepted or Executive Service either: be a District of Columbia resident at the time of appointment; or become a District resident within one hundred eighty (180) days of appointment. The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
