Go to CAPPS Recruit to Sign In GENERAL DESCRIPTION: Perform highly advanced and/or supervisory (senior-level) network security systems analysis work. Work involves overseeing the planning, budgeting, and implementation of firewalls, VPNs, security appliances, and monitoring platforms to ensure the confidentiality, integrity, and availability of agency network services. May plan, assign, and/or supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. ESSENTIAL DUTIES / RESPONSIBILITIES:

Oversee/participate in the planning, design, development, implementation, support, and maintenance of information technology security measures to network systems, including firewalls, VPNs, and security appliances (Cisco FirePower, ASA, Palo Alto, F5). Plan, assign, and/or supervise the work of others; provide mentoring, cross-training, and ensure coverage across specialized platforms. Coordinate activities with vendors for timely implementation of firewall/security hardware, monitoring software maintenance, and specialized network services. Oversee/prepare reports that include study findings, recommendations, and Instructions for proposed system implementations; logically describes problems; and devises and implements optimum solutions. Coordinate/participate in the development and execution of enterprise level strategies and technical direction, including processes for executing and maintaining technology roadmaps for security appliances, VPNs, and monitoring platforms. Oversee the use of monitoring platforms (e.g., SolarWinds Orion, Cisco Catalyst, Cisco CX cloud, ThousandEyes) to proactively detect, elevate, and mitigate threats. Oversee the planning, coordination, and scheduling of projects that cross functional agency systems and other state entities that require coordination and execution during project development and implementation stages. Oversee the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits, and tasks accomplished. Develop and implement strategic planning actions and policy decisions related to security infrastructure and services, and make recommendations concerning the direction of the agency's security posture. Oversee the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process. Oversee the design and implementation of new or revised security methods, standards, and procedures that effectively meet agency needs. Manage system patching, firmware upgrades, and vulnerability remediation across assigned firewalls, VPNs, and security platforms. Develop, analyze, and revise disaster recovery responsibilities and procedures for assigned security platforms. Direct the incident response process for firewall/security escalations, coordinate with Cybersecurity teams, and produce after‑action documentation and metrics. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned. GENERAL QUALIFICATIONS and REQUIREMENTS: Education: Graduation from a standard senior‑high school or equivalent is required. Graduation from an accredited four‑year college or university with a major in Information Technology, Computer Science, Cybersecurity or a related field is preferred. Experience: Minimum of eight (8) years’ experience as a hands‑on administrator of CISCO network systems in an enterprise environment is required. Minimum of five (5) years’ experience in network LAN/WAN systems analysis and design work is required. Minimum of four (4) years’ experience as a team lead, supervisor, or manager is required. Experience supporting CISCO core, distribution, and access switches and hands‑on administrator of network security infrastructure in an enterprise environment is preferred. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year‑for‑year basis. Licensure and/or Certification: Professional certifications such as CCNP Security, CCIE Security, CISSP, CISM, CASP+/SecurityX or GIAC are preferred. Must possess a valid driver license from state of residence. Critical Organizational Infrastructure requirements: This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4. Regulatory knowledge: Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership skills: Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. Technology: Must possess appropriate levels of proficiency with firewalls, VPNs, security appliances, and monitoring platforms. Knowledge of network routing and switching principles, equipment, procedures, terminology, standards, and wiring technologies; of network operating systems. Skill in troubleshooting network systems. Ability to analyze systems and procedures; write and revise SOPs; coordinate, install, operate, and test network equipment. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Interpersonal Skills: Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Confidentiality and Protected Information: Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety: Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Schedule and Travel: Availability for after‑hours, weekends, and emergency work may be required as needed. Travel (statewide) as needed.
