THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,043.00 - $72,000.00. THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Policy, Planning, and Measurement (PPM) collaborates with every ACS division to (a) guide systems analysis and strategic systems improvement, (b) assure quality of practice at ACS and its provider agencies, (c) professionalize the frontline workforce; bring knowledge into practice, (d) provide research and analytic support, and (e) plan and develop new programs and policies. The Office of Quality Improvement (OQI) within the PPM evaluates case practice delivered by ACS child welfare program divisions, primarily the Division of Child Protection (DCP). The Qualitative Review and Evaluation (QRE) Team is responsible for conducting comprehensive evaluation of quality case practice, known as Zone Based Reviews (ZBR), within DCP, across each borough and zone. The QRE team is charged with producing ZBR reports for 28 DCP zones/program areas, highlighting strengths and improvement opportunities to help improve system-wide quality of case practice, and promote child safety and well-being in New York City. The Case Reviewer will be reporting to the Qualitative Review and Evaluation Unit Supervisor. The Case Reviewer conducts technical case record reviews and utilizes a standardized instrument to assess and rate case practice. The duties and responsibilities of the Case Reviewer will include, but will not be limited to: Review and analyze case practice for each Division of Child Protection (DCP) zone and OSI to evaluate strengths and opportunities for improvement in case practice in order to target quality improvement efforts. Rate key indicators of child welfare case practice based on standards and records in an online tool. Identify, discuss, and write concerns alerts for unaddressed safety and risk related concerns identified during the case review. Complete a quality control instrument to assess and promote the safety and well-being of children listed in the assigned case review. Participate in workgroups to develop and refine case review instruments, as needed, in order to better assess quality practice and effectiveness of service delivery. Perform quality control functions and participate in inter-rater reliability studies to enhance the case review instrument, promote objectivity/efficacy and develop case reviewers’ capacity to effectively rate case practice. Support operations, as needed, for the Collaborative Quality Improvement Unit (CoQI), ChildStat, and Fatality Review processes. Participate in special projects as needed and determined by ACS leadership and DPPM.

CHILD PROTECTIVE SPECIALIST (C - 52366)

Minimum Qualifications 1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, at least 12 of which must have been in one of these disciplines. Additional Information: Section 424-a of the New York State Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities is or has been the subject of an indicated child abuse and maltreatment report on file with the Statewide Central Register for child abuse and maltreatment. Statewide Central Register screening will be conducted prior to considering a candidate for employment as a Child Protective Specialist. Candidates who have been the subject of an indicated child abuse and maltreatment report may be disqualified from appointment to this position. Requirements for Assignment Level II Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II. Upon completion of one year of satisfactory experience at Assignment Level II of Child Protective Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child protective casework experience. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
