The South Florida Regional Transportation Authority ("SFRTA") is seeking a dedicated Assistant Project Manager to join our innovative and dynamic team.

The Assistant Project Manager plays a crucial role in the Operations Department by supporting the Project Managers in developing detailed and accurate scopes of work for various projects. This role requires a professional with experience in scope writing, particularly in commuter rail and rail operations, to ensure that projects are initiated effectively and set up for success. The ideal candidate will be prepared to work independently with minimal supervision, demonstrating initiative and readiness to contribute right away.

Essential Duties:
  • Scope of Work Development: Lead the creation of comprehensive scopes of work for rail operations projects, ensuring alignment with project objectives, technical requirements, and industry best practices.
  • Project Coordination Support: Assist Project Managers in coordinating project activities, ensuring that scopes of work are clearly communicated and that all stakeholders understand their roles and responsibilities.
  • Documentation and Specification Preparation: Develop and maintain detailed project documentation, including technical specifications, timelines, and resource allocation plans, to support effective project execution.
  • Stakeholder Communication: Facilitate communication between internal teams, contractors and external stakeholders to ensure that project requirements are understood and met.
  • Quality Assurance: Review and revise scopes of work to ensure they meet SFRTA's quality standards and comply with regulatory requirements.
Additional Responsibilities:
  • Assist with managing and directing third party contractors performing maintenance or capital work on the SFRC.
  • Assist with managing and directing various professionals under contract to the SFRTA to provide architectural, engineering, contractor, and other related design services.
  • Assist with coordinating with other SFRTA departments, including Procurement, Operations, Planning & Capital Development, and Finance.
  • Assist with coordinating with external agencies, such as FDOT, state & local government agencies, and various municipalities.
  • Assist with managing projects, project schedules and budgets with other team members in the Operations Department.

Knowledge:
  • Scope Writing: Expertise in drafting and refining scopes of work, particularly for complex transportation or infrastructure projects.
  • Rail Operations: Comprehensive knowledge of commuter rail operations and the specific requirements for managing rail-related projects.
  • Regulatory Compliance: Understanding of relevant federal, state, and local regulations, including safety and environmental standards in rail operations.
Skills:
  • Technical writing: Proficient in technical writing, with the ability to produce clear, concise, and comprehensive scopes of work and project documentation.
  • Project Management Support: Skilled in supporting project management tasks, including scheduling, resource management, and project tracking.
  • Communication: Strong verbal and written communication skills to effectively convey project requirements and ensure stakeholder alignment.
Abilities:
  • Attention to Detail: High level of attention to detail to ensure all aspects of the scope are thoroughly documented and potential issues are proactively addressed.
  • Problem-Solving: Ability to anticipate challenges in project planning and execution, and to develop effective solutions to address them.

Computer
  • Work with a personal computer in a Windows environment.
Software
  • Proficient in Microsoft Office Suite, including Word, Excel, and Project. Familiarity with project management software such as Primavera or similar tools is a plus.

Education
  • Associate's degree from an accredited college or university with major course work in engineering, project management, transportation management or a related field.
Experience
  • A minimum of three (3) years of verifiable experience in project management or a related role, to include at least two (2) years of scope writing.
Any equivalent combination of education, training and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted.

Experience
  • A minimum of three (3) years of experience in commuter rail or rail operations, with a demonstrated ability to manage complex projects.
Certification
  • PMP (Project Management Professional) certification or equivalent is highly desirable.
